Scope

Includes the construction of a new building including positioning it on the site. THL was contacted by the Owner to assist in resolving the final complex design issues so that the permit drawings can proceed and condo sales can commence. Plus provide an overall project cost analysis and scheduling plan.

Solution

THL immediately completed a Value Engineering exercise which substantially reduced the project cost while improving the solution. Meetings were held with the City to confirm their acceptance of the changes, then condo sales began 4 months after THL commenced. THL was heavily involved in the design improvements, condo sales materials, funding, and all other aspects of the project. We also retained the remaining consultants to finalize the design.

165 Elm Ridge, Toronto

Scope

Includes demolishing two smaller buildings on the site then constructing one larger high rise. THL was contacted by the Owner to provide Program Management Services to assist in obtaining the Zoning Bylaw Amendment/Site Plan Approval then continue to offer overall Program Management through the permit applications, tenders, and construction.

Solution

Working with the lead architect, after 4 months, the first full Site Plan Application, as well as Zoning, was submitted. Zoning Bylaw Amendment was obtained after 12 months. THL issued Requests for Proposals and recommended the majority of the project consultants. Now, our ongoing role is to ensure all development and other activities continue on the targeted schedule. THL also prepares monthly Project Cost and Project Funding Status Reports, as well as those required by CMHC for financing.

It is a new, second rental building on the same property as the original rental building. THL was contacted by the Owner to assist in resolving the final complex design issues to obtain the Notice of Approval with Conditions. Plus provided an overall project cost analysis and scheduling plan.

 

Solution

THL focused on addressing the key City and design issues such that the Notice of Approval with Conditions (NOAC) was issued 6 months after we began work.  THL is now retained to oversee the entire project, which includes resolving the NOAC conditions, completing the Parkland Dedication, and leading the design team in preparing the permit drawings. As part of this THL conducted a Value Engineering exercise to optimize the building design.

1996 – 2000 Bathurst St., Toronto

Scope

Included demolishing the smaller older buildings, then constructing a new, larger rental building with underground parking. THL was retained to act as the Program Manager overseeing the Consultants and Construction Manager.

Solution

Overseeing the consultant selections, permit application process, final design and then construction. This included negotiating the Construction Management agreement. In parallel, the site plan approval process was also completed for a second building. However, the financial analysis indicated that this was not appropriate and will be delayed for the moment. THL prepares monthly Project Cost and Project Funding Status Reports, as required by CMHC for monthly draws. As well, THL prepares monthly Project Schedule Reports indicating the construction progress.

Included designing of a second rental building on the same property. The project was already underway. Contacted by Owner to resolve final, challenging design issues needed to obtain the Zoning Bylaw Amendment and Notice of Approval. Once the design was completed, the next step was to complete a project proforma and evaluate the project performance. 

Solution

Quickly analyzed the challenging design issues, then developed solutions within 4 weeks. After the design was completed, conducted a Value Engineering exercise to  substantially reduce cost. An improved design was submitted to the City after 5 months and the ZBA was issued after 10 months.
